$38K computer contract awarded to husband of village prez

A three-year $38,485 computer services maintenance contract for the Village of Oxford was awarded 4-0 by council last night to the Oxford-based Next Generation Computers, Inc.
The company is owned by council President Rene Donovan’s husband Tracy A. Miller, Sr. who operates the business (formed in May 2003) from their Oxford Lakes home on Sunset Blvd. Donovan abstained from the vote to award her husband the contract.
Four companies submitted bids for the village contract, which includes 24/7 service on the municipality’s 19 work station computers, eight laptop computers and one server.
Next Generation Computers proposed the lowest base maintenance fee, which begins with a $12,575 charge to the village for 2005-06 and increases by 2 percent annually in the second and third years ($12,827 and $13,083 respectively) for a three-year grand total of $38,485.
Next Generation’s first year cost represents a 2 percent increase over the company’s current one-year, $12,329 contract with the village which expires June 30, according to a memo from village Manager Joe Young to council.
The next lowest bidder was the Oxford-based Zak Computers, who’s three-year base maintenance fee amounted to $43,184 ? $4,699 more than Next Generation Computers.
It was noted that Zak Computers billable hourly rate of $65 was lower than Next Generation’s $90 per hour.
However, in his memo to council, Young stated, ‘based on the extensive improvements in the computer system over this past year, it is expected that a low level of extra billable work would be required for the system and equipment failures.?
The other two computer companies? bids were significantly higher.
The Chesterfield-based LanRX submitted a three-year bid totalling $151,200 ($50,400 per year) with a billable hourly rate of $125.
The Oxford-based Aperion Information Technologies, Inc. submitted a three-year bid totalling $104,982 ($34,994 per year) with a billable hourly rate of $125. significantly higher. The Chesterfield-based LanRX submitted a three-year bid totalling $151,200 ($50,400 per year) with a billable hourly rate of $125.
