DELINQUENT CHARGES MADE A LIEN
The Charter Township of Orion Board of Trustees, at the regular meeting of Tuesday, January 21, 2003, held at 7:00 p.m., at the Orion Township Hall, 2525 Joslyn Rd., Lake Orion, Michigan 48360, adopted an ordinance amending Ordinance No. 68, Water and Sewer, as previously amended, for the Charter Township of Orion, Michigan; changing the text in Section 24, Delinquent Charges Made a Lien, for the purpose of modifying the amount of a cash deposit required as security for delinquent payment of charges for services; providing for repeal of conflicting ordinances and portions thereof; and providing an effective date.
THE CHARTER TOWNSHIP OF ORION ORDAINS:
SECTION 1 of Ordinance
Section 24 of Ordinance No. 68, as amended, shall be amended by modifying the language of such section, so as to read as follows:
Section 24 ? Delinquent Charges Made a Lien
Charges for water and/or sewer services are, under the provisions of Section 21, Act 94, Public Acts of Michigan, 1933, as amended, made a lien on the premises served thereby, unless written notice is given that a tenant is responsible therefor. The Township official or officials in charge of the collection of such charges shall certify annually, on September first (1st) of each year, to the tax assessing officer of the Township, all charges which are six (6) months delinquent, whereupon such charge shall be entered upon the next tax roll as a charge against such premises and shall be collected and the lien thereof enforced in the same manner as general Township taxes against such premises; provided, however, where notice is given that a tenant is responsible for such charges and for services, as provided by said Section 21 of Act 94, no further service shall be rendered such premises until a cash deposit in the amount of Seventy-Five Dollars ($75) an amount equal to two (2) times the average quarterly water and/or sewer bill or a sum deemed appropriate by the Water and Sewer Department shall have been made as security for payment of such charges and for services. Whenever any charges against any premises shall be delinquent for six (6) months, said charges shall constitute a lien on premises served thereby and shall be collected and enforced as provided in this section.
SECTION 2 of Ordinance
All provisions of Ordinance No. 68 shall remain in full force and effect, amended only as expressly set forth above.
SECTION 3 of Ordinance
All ordinances or portions of an ordinance in conflict with or inconsistent with this Ordinance are hereby repealed to the extent of such inconsistency or conflict.
SECTION 4 of Ordinance
Nothing in this ordinance amendment shall restrict or nullify an enforcement action relative to any act or offense committed or done before the effective date of this Ordinance, and any enforcement action or prosecution thereon is hereby saved.
SECTION 5 of Ordinance
The various parts, sections, and clauses of this Ordinance are declared to be severable. If any part, sentence, paragraph, section, or clause is adjudged unconstitutional or invalid by a court of competent jurisdiction, the remainder of the Ordinance shall not be affected.
SECTION 6 of Ordinance
The provisions of this Ordinance shall be published in a newspaper of general circulation in the Township of Orion, and shall become effective upon publication, as provided by law.

REVISION OF FEES
The Charter Township of Orion Board of Trustees, at the regular meeting of Tuesday, January 21, 2003, held at 7:00 p.m., at the Orion Township Hall, 2525 Joslyn Rd., Lake Orion, Michigan 48360, adopted an ordinance amending Ordinance No. 95, Peddlers & Solicitors Regulation, as previously amended, for the Charter Township of Orion, Michigan; changing the text in Section 6, License Fee, for the purpose of modifying the fees charged to process an application for a peddler’s or solicitor’s license; providing for repeal of conflicting ordinances and portions thereof; and providing an effective date.
THE CHARTER TOWNSHIP OF ORION ORDAINS:
SECTION 1 of Ordinance
Section 6 of Ordinance No. 95, as amended, shall be amended by modifying the language of such section, so as to read as follows:
Section 6 ? License Fee
The application submitted pursuant to this Ordinance shall be accompanied by an initial license fee of $25.00 Thirty-Five Dollars ($35.00). Said initial license will be valid for a period of thirty (30) days and may be renewed for an additional thirty (30) days at a cost of $10.00 Fifteen Dollars ($15.00) for each thirty (30) day period of renewal.
SECTION 2 of Ordinance
All provisions of Ordinance No. 95 shall remain in full force and effect, amended only as expressly set forth above.
SECTION 3 of Ordinance
All ordinances or portions of an ordinance in conflict with or inconsistent with this Ordinance are hereby repealed to the extent of such inconsistency or conflict.

REVISION OF FEES
The Charter Township of Orion Board of Trustees, at the regular meeting of Tuesday, January 21, 2003, held at 7:00 p.m., at the Orion Township Hall, 2525 Joslyn Rd., Lake Orion, Michigan 48360, adopted an ordinance amending Ordinance No. 76, Alcoholic Beverages Regulations, as previously amended, for the Charter Township of Orion, Michigan; changing the text in Section 4, Application for New License or Transfer of Existing License; Section 6, Application Procedure for New Permits, and Section 7, Special Permits, for the purpose of modifying the fees charged to process an application for a liquor license or permit; providing for repeal of conflicting ordinances and portions thereof; and providing an effective date.
THE CHARTER TOWNSHIP OF ORION ORDAINS:
SECTION 1 of Ordinance
Section 4 of Ordinance No. 76, as amended, shall be amended by modifying the language of Paragraph A of such section, so as to read as follows:
Section 4 – Application for New License or Transfer of Existing License
A. Application.
An application for a license to sell beer, wine, and/or spirits within the Township shall be made to the Township Board through the Office of the Township Clerk in writing, signed by the applicant(s) if an individual or partnership, or by a duly authorized agent if a corporation, verified by oath or affidavit, and shall be accompanied by a Six Hundred Dollar ($600.00) One Thousand Dollar ($1,000.00) non-refundable fee to cover the costs of investigation and review by the Township. The application shall contain the following statements and information:

Section 6 of Ordinance No. 76, as amended, shall be amended by modifying the language of such section, so as to read as follows:
Section 6 ? Application Procedure for New Permits
Any permit ancillary to a liquor license, including Dance, Entertainment, or Dance and Entertainment, may be issued simultaneous to the issuance of a new liquor license or transferred license or after the issuance of the liquor license, at the discretion of the Township Board. The Township Board, as a condition of approval, shall require the applicant to enter into a Dance/Entertainment Permit Agreement as approved by the Township Board. The request for a permit shall be submitted to the Township Clerk, in writing, accompanied by a Three Hundred Dollar ($300.00) Six Hundred Dollar ($600.00) non-refundable application fee. (If the request for permit is at initial application or transfer, no additional fee is required.) The Township Clerk will refer the permit request to the Township Board, who will set the matter for hearing before the Township Board, with due notice to be given the licensee. In passing on the licensee’s request, the Township Board may consider the following:

Section 7 ? Special Permits
Requests for special permits shall be made in writing to the Township Clerk’s office, accompanied by a One Hundred dollar ($100.00) Three Hundred Dollar ($300.00) non-refundable application fee. The Township Clerk shall coordinate approval of special permit requests with the Oakland County Sheriff’s Department, then refer the request to the Township Board, who will set the matter for hearing before the Township Board, with due notice to be given the licensee. In passing on the licensee’s request, the Township Board may consider the following:
