SUMMARY MINUTES CITY COUNCIL MEETING January 12, 2009
Meeting called to order at 7:00 p.m. by Mayor Arkwright followed by the pledge of allegiance.
Roll: Present -Mayor Arkwright, Brueck, Gawronski, Inabnit, Ottman, Johnston, Roth
Absent -None
Others Present -City Manager Ritter, Attorney Ryan
Motion by Johnston, supported by Roth to separate the consent agenda into two items-Approval of Minutes of Prior Meetings and Review and Accept the Accounts Payable Run ‘December 11, 2008 thru January 14, 2009 for $50,745.45. Motion carried.
Motion by Johnston, supported by Gawronski to approve the Agenda for January 12, 2009 with the additions ? under Unfinished Business-add C-Website Discussion; under New Business add C -Kresge Foundation Grant- Motion carried.
Motion by Roth, supported by Inabnit to accept December 8, 2008 minutes with the correction-under Unfinished Business – change the spelling of ‘jester? to ‘gesture?. Motion carried.
Motion by Johnston, supported by Ottman to accept December 11, 2008 minutes with the following correction under Planning Commission Appointment change Johnson to Johnston. Motion carried.
Motion by Gawronski, supported by Ottman to approve the January 5, 2009 minutes as written. Motion carried.
Motion by Brueck, supported by Gawronski to accept as presented the Accounts Payable Run from December 11 thru January 14, 2009 for $50,745.45. Motion carried.
Motion by Brueck, supported by Roth that ‘The City Manager be requested to oversee the immediate enforcement of the City Ordinance #140 Section 2.01 with respect to requiring the clearing of sidewalks within 24 hours of accumulation of snow and/or ice.? Motion carried.
42 W Washington Sewer -The easement is proposed to go down Mr. Cristea’s driveway. Mr. Cristea expressed concern about having two manhole covers in his driveway. City Manager Ritter, Gary Tressel, HRC, Inc. and Mayor Arkwright chose V.I.L. Construction, Inc. 6670 Sims, Sterling Heights, MI 48313, the lowest qualified bid, to relocate the existing sewer at a cost of $50,980.00.
Two documents are needed from Hubbell, Roth and Clark, an easement document and the details of restoration of the property at 42 W Washington.
Council stated once again this situation must be resolved.
Website for the City of the Village of Clarkston -James Owens, Website consultant, addressed the Council stating that the new website is up and running.
RESOLVED by Johnston, supported by Inabnit, ‘That the City of the Village of Clarkston resolves to adopt www.villageofclarkston.com and www.villageofclarkston.org as the official web site names for City purposes, distribution of City information and the general support and advancement of the City of the Village of Clarkston.
That the format, presentation, use and material presented on these web sites be under the approval of a person or committee selected by the City Council and subject to Council review.
That official email addresses be assigned to all elected official, administrative personnel, department heads and others as required to represent the City and that these email addresses will then be the default email communications addresses for City business and subject to the laws and regulations of such communications.
That the amount of $499.00 be transferred from the General Fund Bldg maintenance account 50734 to a new Website Maintenance account 50736 for the fiscal year of 2008-2009 and subject to renewal on an annual basis or as determined by Council.

RESOLUTION PASSED
RESOLVED by Johnston, supported by Inabnit. ‘That the 2009 Federal Stimulus Package be adopted as stated:
1. Construct a Municipal Campus to consolidate all services, reduce energy and other operating costs.
$1,250,000 with 150 jobs created.
2. Implement the university of Michigan Depot Park plan for stormwater mitigation, Stream bank stabilization, performance area, lighting, reduced maintenance costs and related infrastructure improvements for water quality, the environment and public use of the park.
$575,000.00 with 60 jobs created
3. Implement and improve handicap accessibility, sidewalk improvements, street lighting and other pedestrian circulation improvements that were not funded in the previous street improvement work and that will allow Clarkston to coordinate with work already done or planned in the surrounding Township and through the County. $300,000.00 with 40 jobs created
4. Implement planned Low Impact Development/Best Management Practices for storm water control, outfalls and existing piping to upgrade the deteriorating system and improve the water quality and pollution in our City as well as the surrounding area. $400,000.00 with 40 jobs created.

RESOLUTION ADOPTED
Moved by Inabnit, supported by Roth, ‘That the March 9, 2009 Council meeting be moved to Tuesday, March 10, 2009.
Motion carried.

NOMINATING PETITIONS
NOVEMBER CITY ELECTION OFFICES OF CITY COUNCIL
Registered voters in the City of the Village of Clarkston will be electing three City Council Persons for two year terms at an election to be held on Tuesday, November 6, 2007.
Nominating Petitions for the above-named positions are available from the City Clerk, 375 Depot Road, and are due to be completed and returned to the Clerk on or before 4:00 p.m. on Tuesday, August 7, 2007. Petitions shall be signed by not less than twenty nor more than forty registered electors in the City of the Village of Clarkton.
Also required is an Affidavit of Identity available from the City Clerk.
Note: Write-in candidates must file a Declaration of Intent, available from the City Clerk no later than 4:00 p.m. on Friday, November 2, 2007.
