Letter to Editor: Was the ‘Dhimmitude? column an April Fools? Day joke?

C.J. Carnacchio’s April Fools? column about the Chinese taking over the Oxford Leader was both funny and clever.
There was, however, another columm by Jim Sherman, Sr., which was a little less clear.
Mr. Sherman defined the word ‘Dhimmitude? for his readers as a method in the Affordable Care Act (ACA) through which Muslims can avoid paying for health insurance.
Dhimmitude is indeed a word, but my research resulted in my being unable to find it used anywhere in the ACA. Mr. Sherman, could you please let the readers know the page of the act on which you found the word used or was this an April Fools? joke?
