Village resident charged with CSC

A 59-year-old Ortonville man has been charged with criminal sexual conduct after assaulting his stepdaughter.
Charles Spragg was arraigned Oct. 6 on one count of criminal sexual conduct, third degree, a 15-year felony, at 52-2 District Court.
According to Oakland County Sheriff’s Office reports, Brandon deputies were called to Spragg’s home in the 100 block of Church Street in the village at 12:29 p.m., Oct. 5, where Spragg’s 19-year-old stepdaughter reported her stepfather had sexually assaulted her about 30 minutes before in her basement bedroom. She awakened to find her stepfather standing over her with his hand in her underwear.
The victim and Spragg were alone at the residence at the time of the assault. The home is shared by the victim’s mother (who has been with the suspect for 15 years and married to him since 2005), as well as the victim’s older sister and a younger sister. The victim said her stepfather has acted ‘creepy? around her the past couple years and she and her older sister have caught him looking in the windows of their room when he is outside. She told her mother, who filed for divorce.
After she was assaulted, she called her older sister. The victim drove to get her sister, and when the two returned, the older sister confronted Spragg, who apologized and told her to hit him if it would make her feel better. She went outside and called 9-1-1. While the deputy was speaking with the sisters, their mother came home. She told the deputy she had confronted her husband in the past about his behavior around her daughter and asked him to leave, but he refused.
Spragg claimed he had sexual contact with his stepdaughter in the past that was consensual. He stated in his police interview that what happened on this date was not consensual and he apologized.
At press time, he was in the Oakland County Jail and was to be fitted with a GPS tether prior to release.
