The Board of Road Commissioners for Oakland County invites all interested citizens and elected officials to present comments prior to adoption of the 2003-2004 Budget and Road Improvement Program. For this purpose, we have scheduled a Public Hearing.

WHAT THE BUDGET IS
The proposed Budget sets forth the revenue anticipated to be available to the Road Commission and the sources of the revenue. The Budget also designates the proposed use of these funds, including the Operating Expenditures of the Road Commission and the proposed Road Improvement Program.

For Improvements to Dixie Lake
TAKE NOTICE that the Dixie Lake Improvement Board has confirmed the Special Assessment Roll for improvements to Dixie Lake. Said Special Assessment Roll in the amount of $204,000 has been prepared for the purpose of assessing the cost of aquatic plant control, plant control coordination, dam maintenance and lake access improvements, information dissemination/education, administration, and contingencies over a three-year period (2014 to 2016). Said Special Assessment Roll and all assessments thereon are final and conclusive unless attacked in a court of competent jurisdiction within 30 days of this notice.
This notice is being published pursuant to Part 309 of the Natural Resources and Environmental Protection Act, PA 451 of 1994, as amended.

Resolution to Proceed With Improvements to Dixie Lake
At a special meeting of the Dixie Lake Improvement Board held in the Springfield Township Civic Center Meeting Room, 12000 Davisburg Road, Davisburg, Michigan on the 12th day of August, 2013, at 7:30 pm, local time.
PRESENT: Bennett, Gregory, Fischbach, Tunnecliffe

The following resolution was offered by member Fischbach and seconded by member Tunnecliffe.
WHEREAS, a public hearing was held on the improvement program for Dixie Lake; and
WHEREAS, it is the desire of the Dixie Lake Improvement Board to proceed with implementation of improvements to the lake including nuisance aquatic plant control, aquatic plant control coordination, information dissemination and education, dam maintenance/lake access improvements, and administration and contingency, with an estimated annual cost of $68,000 per year for three years (2014 – 2016).
NOW, THEREFORE, BE IT RESOLVED THAT:
1. The Lake Board hereby determines that the proposed improvements are practical, that the petition submitted for the lake improvement and/or the enabling resolutions are sufficient, and it confirms its intent to proceed with the improvements.
2. The Lake Board hereby approves the lake improvement plan and the estimate of costs for the improvements.
3. This resolution shall be published in a newspaper of general circulation in Oakland County. The petition and/or the enabling resolutions shall not, thereafter, be subject to attack except in an action brought in a court of competent jurisdiction within 30 days after publication.

Resolution to Proceed With Improvements to Dixie Lake
At a special meeting of the Dixie Lake Improvement Board held in the Davisburg Civic Center Meeting Room on the 31st day of August 2010, at 6:00 p.m., local time.
PRESENT: Bennett, Hensler, Hawes, and Tunnecliffe

The following resolution was offered by member Hensler and seconded by member Tunnecliffe.
WHEREAS, a public hearing was held on the improvement program for Dixie Lake; and
WHEREAS, it is the desire of the Dixie Lake Improvement Board to proceed with implementation of improvements to the lake consisting of nuisance aquatic plant control, plant control inspections and oversight, information dissemination and education, administration, contingencies, and dam spillway improvements. The project would begin in 2011 and continue through 2013, with an annual cost of $68,530.
NOW, THEREFORE, BE IT RESOLVED THAT:
1. The Lake Board hereby determines that the proposed improvements are practical, that the petition submitted for the lake improvement and/or the enabling resolutions are sufficient, and it confirms its intent to proceed with the improvements.
2. The Lake Board hereby approves the lake improvement plan and the estimate of costs for the improvements.
3. This resolution shall be published in a newspaper of general circulation in Oakland County. The petition and/or the enabling resolutions shall not, thereafter, be subject to attack except in an action brought in a court of competent jurisdiction within 30 days after publication.

Shall the Brandon School District, Counties of Oakland and Lapeer, Michigan, borrow the principal sum of not to exceed Seventy-Three Million Four Hundred Thousand Dollars ($73,400,000) and issue its general obligation unlimited tax bonds therefor for the purpose of defraying the cost of:
? acquiring and installing technology infrastructure and equipment in and connecting School District buildings;
? remodeling existing School District buildings, including security, technology and mechanical upgrades;
? constructing, furnishing and equipping additions to School District buildings;
? equipping, furnishing, reequipping and/or refurnishing School District buildings, and acquiring school buses;
? constructing, furnishing and equipping a new elementary school; and
? acquiring, improving and developing sites, including playgrounds and outdoor athletic fields, facilities and structures in the School District?
The debt millage levy required to retire all bonds of the School District currently outstanding and proposed by this ballot proposal is currently estimated to remain at or below the current levy of 8.24 mills. The estimated millage to be levied in 2006 to service this issue of bonds is 0 mills ($0.00 per $1,000 of taxable value) and the estimated simple average annual millage rate required to retire the bonds of this issue is 4.85 mills ($4.85 per $1,000 of taxable value). The bonds may be payable in not to exceed thirty (30) years from the date of delivery. If the School District borrows from the State to pay debt service on the bonds of this issue, the School District may be required to continue to levy mills beyond the term of the bonds to repay the State.
(Under State law, bond proceeds may not be used to pay teacher or administrator salaries, routine maintenance or repair costs or other School District operating expenses.)

The estimated millage that will be levied for the proposed bonds in 2006, under current law, is 1.16 mills ($1.16 on each $1,000 of taxable valuation). The maximum number of years the bonds may be outstanding, exclusive of any refunding, will not exceed twenty-six (26) years. The estimated simple average annual millage anticipated to be required to retire this bond debt is 1.09 mills ($1.09 on each $1,000 of taxable valuation).
If the school district borrows from the State to pay debt service on the bonds, the school district may be required to continue to levy mills beyond the term of the bonds to repay the State.
(Pursuant to State law, expenditure of bond proceeds must be audited, and the proceeds cannot be used for repair or maintenance costs, teacher, administrator or employee salaries, or other operating expenses.)
