Resident asks: How are half-way homes regulated?

A resident who was attacked in Children’s Park in June wants to know how half-way homes for disturbed persons are regulated in the Village of Lake Orion.
Keith Pascoe was attacked from behind by a man who believed Pascoe was Osama Bin Laden. Pascoe was with his wife and two year old granddaughter.
According to police reports, the attacker was a former resident of a group home in Lake Orion. He had a history of not taking his medication and acted in a bizarre and dangerous way.
At the time of the attack, the man had walked away from a group home in Oxford.
Pascoe believes the man wasn’t the type of person who should be living in the type of group homes in the area.
He asked village council members on Aug. 8 to find out what the conditions were that allowed this person to live in Lake Orion.
Council members agreed to ask representatives of TTI, operators of a group home in the village, and Oakland County Community Mental Health Authority to attend a future council meeting.
