Blame lays here

He found five juveniles at a picnic table in the park, although not the ones he had originally seen. Two of those five ran when he approached. He noticed the smell of intoxicants on the remaining three and they blamed it on the ones who left, but preliminary breathalyzer tests had results of .079, .067, and .052 percent blood alcohol content on each of the subjects. They were each cited for minor in possession.
